(AG Real estate) - Belgrade - Ada Huja - Diamond cutting on Danube River!

The Urban Planning Institute of Belgrade is currently laying out the study called: Program for the preparation of urban planning for Ada Huja district - Belgrade. The aim is to fix the starting common decisions regarding the development of space along Danube's right bank.

The considered area is part of the riverbank stretching from Dorcol marina up to the end of river branch called Ada Huja, i.e. from Danube's riverbank up to Dunavska and Visnjicka Street.

Provided the decisions as per Regional Space Planning of the Administrative Areas of Belgrade and in accordance to the Master Plan of Belgrade 2021, as well as the necessity to revise some of the taken decisions in accordance to quick changes that are defining the city position, by its status and geopolitically too (taking into consideration that this is the contact zone of Corridor 7, one of ten immediate priorities of the European Union), the program will offer a concept of advisable transformations and improvements in the sense of overcoming very frequent conflictive and heterogeneous intentions and contents.

This text is a summary of integral text written by Marija Milovanovic, B.Sc. Arch. and by Jasmina Djokic, B.Sc. Arch. The integral text is published in the Official Journal of JUP Urbanisticki zavod Beograda "INFO" (Public Urban Planning Institute of Belgrade), in the issue dated 16/06/2006.

The scope of spatial and program check is the Danube bank alignment measuring approximately 6.5 km from Dorcol marina to the isle downstream from Ada Huja's cape, i.e. from Danube's bank up to Dunavska street, from Bulevara Despota Stefana (29 novembra) and Visnjicka street. The encompassed area covers 480 ha (with water surface areas). This area represents an exceptional potential for Belgrade - located on the crossroad of international road corridors 10 and 7. Corridor 7 (Danube) has been proclaimed as one among ten European priorities for development in the next period.

The aim of the spatial and program check is the reconsideration of functions as defined by the Master Plan of Belgrade 2021 and a comprehensive analysis of possibilities for an all-out recovery of this area by

ousting existing negative impacts on the environment and the activation of location values as well as a potential of local marginal areas but also on the global level of future city development and the Danube corridor. The survey was made on call basis and it was a spatial and program poll.

Were eligible to participate teams such as: The faculty of Architecture of the Belgrade University (team leader: Dr. Vladimir Milic, Docent), Belgrade Urbanist Association (team leader: Professor Dragan Bazik), Belgrade Association of Architects (team leader: Prof. Darko Marusic, Prof. Vasilije Milunovic, Branislav Redzic, Arch.), the Club of Architects (team leader: Milos Stankovic) and the Academy of Architecture (representatives: Professor Dr. Predrag Milosevic, Arch. and Branko Bojovic, Arch).

The task of spatial and program check is the reconsideration of possibilities to transform and develop areas along the right bank of Danube river, with the purpose of fixing starting common decisions which shall be concretized within the "Program for the lay out of urban planning for Ada Huja's district". Participants of spatial and program checkout were expected to present clearly the concept of advisable transformation and development of the Danube waterfront, including besides the urban planning, its social, economic and ecological aspect.

Program constraints

Participants of spatial and program check were expected to present clearly the concept-strategy of spatial organization of this part of embankment with an approximate disposal of future needs in space. In the encompassed space it was necessary to set aside the distinctive entities-zones: zones of intensive construction, zones of medium scale construction and zones of minimal construction. Within each zone dominating functions/needs had to be defined as well as the elevation adjustments per blocks.

Following functions are foreseen in the encompassed area: housing with social infrastructure, commercial activities and city centers, public utilities (culture, education, etc.), green spaces, sport and recreation, as well as other functions which are intensifying the contact of the city with its river. The program did not foresee new business and industry zones while regarding the existing business, industrial, warehousing and transport spaces its was necessary to anticipate a gradual transformation into some other purposes.

The planned disposition of functions, the morphology of planned blocks, the horizontal and vertical adjustment, etc. all had to be integrated with elements of executed structures in the hinterland i.e. in the contact zone.

For the purposes of lay out of " Program for the lay out of urban planning for Ada Huja's district", among other actions were hired teams of experts for investigation and other activities that are contributing to a full-out space perception. Experts' analyses are done in the field of transportation (water, road, railroad and logistics), ecology (climatology, dumping zones, environment) and hydrology. A prospection of current situation has been done together with space restrictions and possibilities, and main information and recommendations have been given. The team members were given only some basic data as well as decisions of all experts' reports, not as a constraint, but more likely as information which will guide some reflections towards the creation of a concept.

Presentation of studies

The public presentation of teams' studies took place in the big hall of the Urban Planning Institute of Belgrade on the 10 November 2006 at 11.00 hours. Natasa Danilovic-Hristic has emphasized that all received studies of the Spatial and Program check of Ada Huja district are of high quality. She continued by explaining some similarities and differences among all received studies: common general positions regarding the functions, traffic basics, benefits of favorable terrain, etc. She also mentioned the fact that some studies are focused on focal points while others are viewing globally the space and she invited the audience, before all the members of the Project Council to express their posture regarding the studies and to ask questions to the authors.

Followed a discussion where participated: Ruzica Bogdanovic, Dragana Bazik, Branislav Redzic, Vladimir Milic, Branislav Stojanovic and Predrag Milosevic. Members of the Project Council had the opportunity to ask questions to competitors in relation with concrete space solutions.

The representative of the port of Belgrade Mr. Slobodan Hajdukovic has expressed eulogy to the Urban Planning Institute of Belgrade for the organization of this Spatial and Program check which had initiated different reflexions about this space and he underlined that all proposals are meeting the main concept which is the displacement of the port from this area.

Mr. Milan Stanisavljevic, the representative of the Serbian Railroads (public company) said that the proposed ideas were very interesting and that they should be further developed. He underlined that in most cases railways remain in the mentioned space, which is of utmost importance. He also added that works did not offer a response to question where is the exact location of the new Belgrade port.

The principal city architect, Mr. Djordje Bobic, emphasized that this is the best public professional check of all for these ultimate years that have been initiated by the Urban Planning Institute of Belgrade. At the same time he expressed his gratitude to the working teams and he pointed out that results will be of great interest to the working team of the Urban Planning Institute for their work on the Program. He mentioned the common characteristics of all 5 studies: all relied on the General Master Plan of Belgrade 2021 and they all recognized the potentials of this space and the main idea which is to bring city to the riverfronts by means of establishing riverside functions of the downtown. Then, he emphasized that two main traffic problems - railroad and port, are surpassing the dimensions of this space and that activities are on the way in order to consider those problems, at all levels.

He concluded that the Urban Planning Institute of Belgrade has to synthesize this material and that it has to propose the space in a planning and strategic way. Afterwards, a meeting should be organized with the presentation of the performed work together with recommendations to the planning team for further work.
