State Should Facilitate Land Conversion Process

The state should enable the conversion of building land without compensation, or with a one-off fee that would not be de-stimulating for companies, it was said at a session of the Association for Property and Investments of the National Alliance for Local Economic Development (NALED).

The Law on Planning and Construction from 2009 has not solved the property-legal relations when it comes to the land owned by companies, but has instead contributed to the fact that, at the moment, 5,000 hectares of building land is trapped, according to Aleksandar Vujosevic, an association member and the director of Neoplanta.

– The state is not waiving the income from conversion with a fee, although it has profited very little from it, while losing much more in unpaid taxes, various construction charges and the most in unrealized investments – he stated.

The business people gathered within the Association estimated that they were also incurring losses due to the fact the what they had bought and paid for before the adoption of the law they now had to pay for again, the NALED announced.

It is added that companies cannot invest in the existing property, because they are banned from building activities, and it is also more difficult to them to sell the property, which makes the land lose its value.

The Association has asked for the competent organs to enable an automatic registration of ownership rights in the land register for everyone who has the right of use on the land, including the legal entities that are subject to payment of the conversion fee, so that the principle of uniformity of immovable property would be upheld consistently.
