Six days for issuing building permits in Serbia, 14 in Belgrade

A building permit takes an average of six working days to be issued in Serbia, whereas in Belgrade, it takes 14 days, and as for location requirements, the average time needed for issuing is 14 working days in Serbia and 26 in Belgrade, as shown by the latest data of the Ministry of Construction, Transport and Infrastructure.

More than a year and a half since the implementation, the issuing of electronic building permits is quicker than the legal deadline period of 28 days, and, as the ministry says, at the moment, the issuing of building permits in Vladimirci and Knic takes only one day.

– When it comes to the implementation of electronic building permits, we can say that we are very satisfied. It is one of the most important reforms initiated on January 1, 2016, and we set the record anew several times during 2016 and 2017 regarding the number of building permits issued – Deputy Minister of Construction, Transport and Infrastructure Darinka Djuran said.

She, however, adds that she is worried that the average time needed to issue building permits in the territory of the City of Belgrade is 14 days, meaning that it is not in line with the deadlines prescribed by law.

When it comes to location requirements, Djuran says, the average time in Serbia is 14 days, which is indeed quicker than what is prescribed by law, whereas the average period in Belgrade is 26 working days.

– What he have here is the fact the the City of Belgrade, which has the strongest administrative capacities, especially in comparison to some smaller towns and municipalities, takes twice as much time to issue building permits and location requirements – Djuran says.

The ministry has therefore decided, she says, to provide support to the City of Belgrade together with NALED and USAID and initiate a project meant exclusively for the city's Urban Planning Secretariat, in order to gain insight into the difficulties they face.

– We can't let investors wait for 26 days on average to get location requirements in the City of Belgrade, while the ministry in charge of the realization of important infrastructural facilities issues location requirements in only 12 working days, even though the law envisions a period of 30 days – Djuran said and pointed out that Belgrade was supposed to be the leader when it comes to the quickness of issuing both electronic building permits and location requirements.

As the ministry reports, looking by the efficiency of towns in issuing permits, 48,377 requests have been submitted in 26 towns, of which 37,157 have been resolved. Of those, 30,191 requests have been resolved with a positive outcome, with the average success rate at 86% (70.5% in Belgrade).

The share of resolved requests is 90% on average and 79% in Belgrade, whereas rejected requests amount to an average of 19% and 38% in Belgrade.

The Ministry of Construction, Transport and Infrastructure issues building permits it is in charge of in 12 days, whereas the issuing of location requirements takes 16 working days on average, it is added.
