Building permits in Serbia issued in as little as 8 days – Nis and Krusevac most diligent

Nearly 9,000 building permits have been issued in Serbia in the past year and a half, and Nis and Kragujevac have proven to be the most diligent towns, with 8 working days needed to issue the document.

This is shown by the World Bank Doing Business list. The list also shows that the procedure is nine times shorter in 2017 than last year, and the estimated average time needed to issue a building permit in Serbia is 11 working days. Last year, the time needed amounted to as many as 90 days. However, the data of the Central Register System in Serbia is even more favorable, as they say that a building permit is issued within the legally defined deadline period, that is, in six working days on average. Let us remind that the Law on Planning and Construction says that the deadline period is eight working days, and statistics show that, when it comes to large towns, Nis and Krusevac are the most diligent in adhering to these regulations. Belgrade, on the other hand, takes 14 working days on average to issue this permit, whereas Novi Sad takes eight working days more.

The head of the regulatory reform at the National Alliance for Local Economic Development (NALED), Jelena Bojovic, emphasizes that, depending on the area unit, the biggest problem is communication with public enterprises.

– According to the new law, the competent body, not the submitter of the request, addresses the companies for approval. The problem is that public enterprises charge for their services, stretching out the procedure. If it were free, there would probably be a way to solve this in a shorter period of time. We will therefore propose this for the next reform of the law – Bojovic says.

According to the Doing Business list, the entire procedure, from obtaining location requirements to registering in the land register, takes 156 working days, nearly half the time needed in 2016. Bojovic claims that the procedure is even shorter and that it, in fact, consists of 10 procedures, which take an average of 100 working days, depending on what is being built.
