Jovica Bozic, owner of Bozic i sinovi - We are pouring EUR 10 m in new recycling facilities
The Bozic i sinovi company is planning to pour EUR 10 m in thenext period in new recycling facilities near Pancevo. The owner of Bozic isinovi, Jovica Bozic is speaking about the news as well as about the positionof recyclers and environmental protection development is speaking for eKapija.
eKapija: The environmental department moved from the Ministry ofenergy into the Ministry of agriculture since the setup of new Government. Whathave your impressions been like?
- With the setup of the new Government this year, environment kept thesubtenant status but his time in the Ministry of agriculture. With transitionfrom one into another ministry, similar in structre and complexity but notalike, we lose again.
eKapija: Was your company paid for signed waste treatment contractsin 2013?
- Total amount for 2013 has been paid in November. I believe our result this year will be some20% better than in 2013. If we had not had financial difficulties, i.e. thatmoney arrived on time, this year’s result would have been 60-90% higher.
eKapija: What should the state do to improve business environment forrecyclers?
-At this moment, the biggest challenge decision-makers are facing is toprovide adequate funding source for environment which is at very poor level inthe country.
It is necessary to implement the extended responsibility principle, one ofthe ways could be through trade chains and distributors which is the case inmany countries in the world and Europe.
Trading in hazardous waste in function of incentive is impermissible and itis applied as the only one in Serbia as such. Hazardous waste is necessary tobe taken care of and money should not be spent for incentives. Due tosignificantly higher costs of collection, transport, storage and treatment andfinal placement of secondary raw materials, it is necessary to compensate newfinancial misbalance. The generatedfinancial misbalance is compensated with funding system.
It is equally impermissible that, when it comes to legal entities, hazardouswaste treatment facility operators get it through public bidding based on theprinciple "who pays more". This adopted rule of hazardous wastetrading must be cancelled and the funds must be used for specific purpose.Today, recyclers are forced to pay waste they should take over from generatorwithout fee. Thus, instead of usingfunds to increase capacity and collection network development, they spend it onpurchase. If financial order would be introduced, i.e. if all payers would payenvironmental fee and generators would give instead of sell their hazardouswaste. It would result in lower price of sale of all EE products. It would besuch a nice news both for business and end customers.
eKapija: You are planning to build electronic waste recycling facility.What is it about?
- In order to keep the pace with the best ones and to get better position,both in Serbia and Europe, we are planning to set aside one part of the profitand with the support of banking loans tobuy new electronic waste recycling facility. Our objective is to get from wasteas much raw materials as possible, such as copper, aluminum, plastic, etc.
The second stage of development is urban mining.
eKapija: When could it be implemented? How much the investment willtotal?
- We will implement the first investment stage, hopefully in the firstquarter 2015 provided that the state fulfills all legal provisions, releasescompetition and in case we sign the contract for incentives based on electronicwaste quantity we treated in 2014 and which the inspection verified.
The second stage depends on the development of the General plan ofregulation for the populated settlement Omoljica, i.e. its industrial zone wherewe are planning to invest.
I would like to outline this is not merely a talk. Let the state enable us buildingand investing and we will do it. It does not refer only to us but to manyothers as well, but solely on clearly defined locations and with clearregulation.
Green industry is the best for investing worldwide and especially in Serbiasince there has not been for the real competition yet and we have just started development.It is up to the government to enable us that.
