Mali About Industrial Park in Borca – Construction of Necessary Infrastructure Soon

The opening of China following the Covid crisis has made the project of the construction of the industrial park in Borca, which was stopped due to the pandemic, current again. As Sinisa Mali, the finance minister, announced, and as the Politika daily reports, Serbia “will soon start building the infrastructure necessary for the industrial park close to the Pupin Bridge, in which around 20,000 jobs should be created.”

– Invitations have already been sent to investors – Mali said on RTS.

Several days ago, the finance minister had a meeting with representatives of the Chinese company CRBC, which is to build this park and which is known in Serbia for the construction of the bridge between Zemun and Borca, several sections of the Milos Veliki highway, the Fruska Gora Corridor and the Belgrade-Budapest railroad.

– We’re talking hundreds of hectares. Due to the coronavirus, it has been put aside in the past two to three years, but as China is opening now, I want to bring that project back – Mali explained.

According to the spatial plan of the special-purpose area, the Serbian-Chinese industrial park Mihajlo Pupin is located in the northwest part of Belgrade on the left bank of the Danube, in the area of the municipality of Palilula. The complex is located in close proximity to the bridge that connects Zemun and Borca and spreads on around 480 ha.

The park will have three zones – a commercial center, an industrial park and a high-tech park. The plan is for the commercial center to be a multifunctional complex which will feature a goods exchange market, logistics and warehouse centers, restaurants and a shopping center.

In the industrial park, which takes up the biggest area, the plan is to build industrial facilities, warehouses, office and residential buildings for the employees. The plan also includes the production of chemical and pharmaceutical products, car components (spare parts, electrical equipment, batteries) and the production of equipment for the production of energy from renewable sources.


The high-tech park is located in the central part of the complex. Within it, the construction of office buildings meant for the development of high technologies is planned. The park should open the door for local and foreign experts from the industry of information-communications technologies, as well as innovative startups.

Considering that this is a big-scale project, it is expected for the realization of the Serbian-Chinese industrial park to take a long time. According to the plans, the entire construction is planned to be completed within 19 years.

This park should be modeled after the Chinese industrial park in Suzhou, which is located near Shanghai and which the World Bank once named one of the three most successful ones in the world and the most advanced one in China. The industrial park uses clean technologies, because it is focused on the cloud-based technology, biomedicine, nanotechnology and artificial intelligence.

What this park means for China, and what the Serbian industrial park might mean for Serbia, is perhaps best show by the data which says that, in terms of percentages, the city of Suzhou had a bigger economic growth than the Chinese state in 2017, the Politika daily reports.
