Toll for Heavy Goods Vehicles on Lower Grade Roads Soon, at the Same Price as on Highways? – Looking for Designer of Collection System

The PE Roads of Serbia has opened the tender for the designing a system for collecting tolls on low-level roads for heavy goods vehicles with 4 or more axles.

Let us remind that the possibility of implementing tolls on lower-category roads for heavy goods vehicles, which currently use them for free, has been announced for several years now, and last year, the tender for the preparation of a feasibility study was opened, which is now completed.

– After a detailed analysis of the project (the feasibility study of implementing toll collection on new/future highway sections and low-level roads), it has been determined that the DSRC-MLFF technology is the solution that is technically and economically the most efficient and compatible with the existing system of toll collection in Serbia – says the tendering documentation.

It is added that toll collection on first-grade roads has existed in Europe and in some neighboring countries, Hungary and Bulgaria, for nearly 20 years, and it is the most widespread in Germany, where it is implemented on nearly 50,000 km, of which only slightly over 13,000 km are highways.

– Toll collection on first-grade roads applies to commercial vehicles and vehicles with a load-bearing capacity of over 12 tons are encompassed everywhere, and in some countries, commercial vehicles with a lower load-bearing capacity are encompassed as well – says the project task.


One of those measures, it is further said, is the implementation of toll collection for Category 4 vehicles on first-grade roads, “especially if the service of the use of IB-grade roads would be charged at the same price as on the highways”.

The estimate of the Roads of Serbia is that 60-70% of these vehicles would be redirected from IB-grade roads to highways.

The technical solution will entail a supervision and collection system on main roads, consisting of hardware and software elements.

The tender is open until January 31, and the value of the job is estimated at RSD 60 million. More details HERE.
