Tender for Selection of Private Partner for Heating in Vranje Not Stopped – Confusion Caused by Procedural Error

The tender for the selection of the private partner for a long-term delivery of heating energy in Vranje, with the construction of new biomass and gas boiler rooms, has not been stopped after all.

As the City Administration of Vranje explained for eKapija, the announcement of the stopping of this tender that our portal published yesterday, is a consequence of a procedural error in publishing the tender on the European Union’s Tenders Electronic Daily (TED).

– When the tender exceeds a certain value, there is an obligation of its being published on TED. It was our first time publishing a tender on that portal, and considering that Serbia is not a member of the EU and that, when publishing, the Serbian language cannot be selected, we selected Croatian, so we also had to put in country Croatia, city Vranje – explains Lidija Stamenkovic of the City Administration.

She adds that the announcement of the stopping is in fact a correction of that error, and not the stopping of the tender itself.

– The tender, then, is not stopped and remains open until January 31 – they say from Vranje.

Let us remind that the tender for the selection of the private partner for a long-term delivery of heating energy in Vranje, worth EUR 42.5 million, was published at the beginning of December.

The public procurement entails the selection of a private partner and the awarding of the agreement on the public-private partnership for a long-term delivery of heating energy to the central heating system of the PE Novi Dom Vranje from the newly installed boiler rooms running on biomass and gas, with biomass having at least a 50% share in the production of heating energy.


As is specified in the text of the tender, the private partner is to make an investment in the system of the production of heating energy of the PE Novi Dom Vranje through the construction of new energy installations (boiler rooms) for the production of heating energy, which supply the facilities connected to the heating system of the PE Novi Dom Vranje.

The realization of the agreement is planned in two phases, with Phase I entailing the designing, construction, installation and test operations of the boiler room 1 and the production and delivery of a minimum of 3,500 MWh a year of heating energy from the boiler room 1 to the public partner by the private partner, and Phase II entailing the designing, construction, installation and test operations of the boiler room 2 and the production and delivery of a minimum of 12,500 MWh of heating energy a year from the boiler room 2.
