Implementation of Transitory Rules on Preferential Origin of Goods Between Serbia and EU Begins

The implementation of the transitory rules on the preferential origin of goods within the Stabilization and Association Process of Serbia and the EU has begun, and their aim is the modernization and further simplification of the rules on origin which are included in the free trade agreements that Serbia has with countries of the Pan-Euro-Mediterranean (PEM) region, announced the Ministry of Finance.

The rules, as said, are easier and more flexible for users, and the most important new feature that the transitory rules brings is that the tolerance threshold for the use of materials without an origin is increased, namely, for most agricultural products to 15% of the net mass of the product, and for industrial products, to 15% of the value of the finished product.


The rules are not binding, but are implemented on a voluntary basis and can be implemented by business entities that want to realize the defined benefits, instead of those based on the rules of the PEM convention.

The PEM convention still fully applies between the parties to the agreement.
