Cement Factory to be Built in Pljevlja Again – New Location for Future Factory Chosen, Several Foreign Companies Express Interest in Investing

The Municipality of Pljevlja has defined, through planning documents, a new location for the cement factory and started resolving the property-legal relations, as announced by the president of this local self-government, Igor Golubovic.

In an interview for Dnevne Novine, he said that several foreign companies were interested in the construction of the cement factory, but didn’t specify which states the companies came from.

Golubovic said that the municipal authorities notified the Ministry of Ecology, Spatial and Urban Planning of the activities related to the construction of the new factory in early 2021.

He said that, according to the Strategic Plan of the Municipality of Pljevlja for 2021-2025, which was adopted in late 2020, one of the main goals of the industrial development was to create the conditions for the construction of a new cement factory.

Golubovic reminded that the idea was not new and that it was known that a cement factory had been operational in the 1990s, known in former Yugoslavia for its quality products. He added that, due to a wrong choice of the technology and the location close to the town, the factory had needed to be closed down.

– In the past period, the Municipality of Pljevlja has defined, through planning documents, a new location for the factory, and started resolving the property-legal relations. The previous government, in cooperation with Rudnik Uglja, started preparing the tendering documentation for the exploitation of deposited marl, and as far as I know there are also several foreign companies which have expressed an interest in investing to the government – Golubovic said.


He added that, through an ecological reconstruction of the Thermal Power Plant (TPP) Pljevlja, even more favorable conditions would be created for the use of its byproducts, that is, particle ash and artificial gypsum, which should substantially help create an ideal basis for the potential investor in the construction of the new cement factory.
