Novi Sad to Get Four Public Garages – Inobacka and Viennese Best in Parking-Holding in Charge of Design, Construction and Management for 40 Years

The mayor of Novi Sad, Milos Vucevic, and directors of Javne garaze d.o.o. Novi Sad, Johann Breiteneder and Vukajlo Babic, have signed the agreement on the concession for the design, construction, management and maintenance of public garages in the territory of the City of Novi Sad, with four items, pertaining to the locations in Modene Street, the corner of Uspenska and Safarikova streets, near the building of the Provincial Government and the Assembly of the Autonomous Province of Vojvodina and the Republic Square. Thanks to the realization of this project, Novi Sad will get four public garages which meet the highest world standards, the city administration announced.

The agreement was signed between the City of Novi Sad, represented by mayor Vucevic, as the concedent, and Javne Garaze d.o.o. Novi Sad, represented by directors Breiteneder and Babic, as the concessionaires. The company was founded by one of the world's biggest public garage building and maintenance companies, Best in Parking-Holding AG from Vienna, and local construction company Inobacka from Novi Sad.

– I am very satisfied that we have formally completed the first part of this joint effort and I congratulate my partners for it. We have successfully carried out the job of providing the concession for the construction and management of as many as four garages in the city center and I believe that it will solve one of the biggest problems that the citizens of Novi Sad are facing, which is the lack of parking spaces. I want to encourage our partners to start realizing those projects as soon as possible, and we will try to secure all the necessary requirements and permits so that the procedures of design and construction could start without a problem. I believe that it is a good decision to first start realizing the job in two location, and not in all four simultaneously, so that it could all be organized better, financially and technically. We would thereby be able to open the first garage in the city center in three to four years – Vucevic said.

Breiteneder expressed gratitude for the good cooperation and pointed out that the whole process related to the concession was very good and professional and that the tendering documentation met the highest world standards.

– We are very glad that we will be completing all the projects together with Inobacka and the City of Novi Sad as a partner. For us, Serbia is the seventh country in which we will operate and we are looking forward to working on all four projects as soon as possible. The construction of the public garages will enable Novi Sad to optimally develop its city center, to better arrange the traffic and thereby increase the overall quality of life in the city. We are glad that, with forty years of experience of Best in Parking-Holding AG, we can contribute to the realization of these important projects – Breiteneder said.

Vukajlo Babic of Inobacka emphasized that this construction company from Novi Sad was very proud of the fact that it was taking part in such a big traffic project, in its home town.

– We are the designer and the builder at the same time, and we are also a minority investor and as such will share the fate of the City of Novi Sad for the next 40 years. It is our aim to start designing the first two garages as soon as possible. I want to thank the expert team from the city administration, which carried out the whole process, from the concession act, through the negotiations, to the signing of the agreement, very professionally – Vukajlo Babic emphasized.

Let us remind that the City of Novi Sad opened the public invitation for the concession for the design, construction, management and maintenance of public garages in the city territory in late 2019. As said, the city will provide the building land, and the private partner is given a 40-year concession. The initial deadline for the submission of bids was February 21, but was extended due to the state of emergency.

The subject of the public-private partnership with elements of concession is the designing, construction, management and maintenance of four garages in the territory of the City of Novi Sad, with each individual public garage being a separate item in the concession process.

An underground garage is planned in Modene Street, and the number of underground levels is not limited. The gross area of a level is close to 3,500 m2, and the capacity of the garage is around 100 passenger cars per level.

An overground garage with four floors is planned on the corner of Uspenska and Safarikova streets, and the area is around 10,500 m2. The capacity of the garage is around 70 passenger cars per level.

As said in the documentation, a public garage is also planned near the Provincial Government building and the Assembly of the Autonomous Province of Vojvodina. The plan is for this to be an underground garage, with two underground levels with a total area of 6,000 m2. The capacity of the garage is around 90 passenger cars per level.

The fourth garage should be located on the Republic Square. This is supposed to be a two-level underground garage with 14,000 m2 and a capacity of 400 passenger cars.
