Vozd Karadjordje Road to be Built under Lex Specialis – Route from Bor to Belgrade Declared Project of Special Importance

The Government of Serbia has adopted the decision by which the project of the construction of the Vozd Karadjordje I-Grade State Road is pronounced a project of special importance for the Republic of Serbia, which means that a special law, lex specialis, will be implemented during its realization. The law was adopted by the National Assembly of Serbia in February.

The Law on Special Procedures for the Realization of the Projects of Construction and Reconstruction of Linear Infrastructure of Special Importance for the Republic of Serbia envisages that, for all projects declared to be of special importance, the period for the expropriation of land and solving of property-legal relations be shortened, but also that the stipulations on deadlines in the Law on Public Procurement Procedures not apply.

Also, according to this law, the procedure pertaining to public procurement procedures does not apply even when international contracts say otherwise.

The PE Corridors of Serbia has announced that the realization of the Vozd Karadjordje Road of 220 km is of extraordinary importance and influence on the development and upgrade of infrastructure, economic and other interests of the Republic of Serbia.

– The importance is primarily seen through the influence on the road network in the Republic of Serbia and beyond, considering that said highway is a route that connects East Serbia with Central and West Serbia and the E-7 highway, which is a section of the international E-75 route, that is, a section of the road Corridor 10 and E-763 – the PE Corridors of Serbia says in a press release.

The project of the construction of this Sumadija Corridor covers the territories of Sopot, Mladenovac, Lazarevac, Arandjelovac, Topola, Raca, Lapovo, Velika Plana, Svilajnac, Despotovac and Bor.

– This will connect East, West and Central Serbia with Belgrade and Vojvodina in the north and with Central and West Europe, as well as with the southern parts of Serbia and Macedonia, Bulgaria and further to the Middle East and Asia – the company announced.

The Zupanjac interchange near Lazarevac will connect two highways, Milos Veliki and Vozd Karadjordje, and the connections of the Vozd Karadjordje highway with Corridor 10 will be made near Mali Pozarevac and Markovac.

– The realization of the project will contribute to social and economic development by creating the conditions for the creation of new jobs, reducing unemployment and developing undeveloped municipalities in Serbia the road will pass through, as well as to the improvement of the general living conditions for local residents. Considering the indirect benefits and effects of the investment in the project as well, the accelerated social-economic development of the area will have an impact on the further development of the economy in all segments. The construction of this route will enable an accelerated development of tourism in Sumadija, where there's an enormous historical potential, and facilitate access to numerous religious and cultural facilities – the PE Corridors of Serbia says and adds that the expected financial benefit from the realization of the project pertains to the toll revenues and commercial income.


As Zoran Drobnjak, the acting director of the PE Roads of Serbia, announced earlier, the construction of this traffic route should be completed in the next four years.
