E-invoices mandatory from January 1, 2022
According to the draft law, legal entities and enterprises will be obliged to issue invoices as accountancy documents in an electronic form exclusively. The explanation is that this will simplify the procedure of their issuing, shorten the time needed to do the job and enable a quicker VAT recovery.
When it comes to the regulation of accountancy services, Mali explained that the Chamber of Authorized Auditors would issue work permits to legal entities and enterprises, whereas the register would be run by the Business Registers Agency.
Mali said that the register of providers of accountancy services would be launched on January 1, 2021.
– Legal entities and enterprises which provide accountancy services are obliged to harmonize their operations with the law within three years from the date of the implementation of the law – Mali said.
He added that the obligation of compiling and sending two sets of reports, for statistical and other needs and financial reports, to the Business Registers Agency, is to be abolished.
Also, the draft law implements 28 recommendations by Moneyval pertaining to amending the current regulations in the sense of banning legal and natural persons with criminal charges and related persons and associates to be founders and owners of legal entities and enterprises which provide accountancy services.
