Incentives for buyers of eco-vehicles from 2020? – Initiative started at National Assembly of Serbia

Certain members of the parliament have recently started an initiative for the implementation of subsidies and incentives for the purchase of electric, hybrid and plug-in vehicles at the National Assembly of Serbia.

As Novosti reports, a model is now being sought under which this support for ecological cars would not burden the budget.

According to the daily's findings, purchasers of these vehicles would still be paying the customs fee and the VAT, but the state would stimulate them through certain discounts.

– The idea is to enable a cheaper purchase of clean technology vehicles through things like eco-fees, but also by withdrawing money from the EU funds meant for this purpose. The proposition is for a regulation to be passed as soon as possible, presumably by the end of the year, so that it would come into effect in 2020 and remain in effect for the next five years – says Novosti's source from the National Assembly of Serbia.

Serbian Environment Minister Goran Trivan said that the import of used vehicles should be banned first.

– We will see whether this will pertain to vehicles that are 10 or 15 years old. The purchase of electric vehicles should then be stimulated through subsidies, but also through other incentives, lower taxes, free parking and similar features – Trivan said.


The possibility of implementing subsidies was recently mentioned by Serbian Transport Minister Zorana Mihajlovic.

Milos Petrovic, the president of the Serbian Association of Importers of New Vehicles, says that the simplest thing would be to implement eco-fees per the amount of pollution. If, for example, there were a fee of RSD 12,000 per ton (currently paid only by the buyers of new vehicles) for natural persons importing used cars, it would mean at least EUR 12 million more each year.
