Lithuanian Civinity takes over Stan Novi Sad
The offer was submitted during the negotiation procedure, as the open public procurement procedure had fallen through.
Mayor Milos Vucevic confirmed that the consortium backed by the Lithuanian company had amended its offer during the negotiation procedure and the commission had subsequently considered the offer and accepted it.
– Civinity is currently forming a special business entity. A proposal of the decision on a public-private partnership in the PUE Stan needs to be put before the City Assembly by June 30 – Vucevic says.
Let us remind that the offer of the Lithuanian company was rejected in the open public procurement procedure, as they had failed to submit all the necessary documents, such as the information about the services provided from 2015 till 2017 in the maintenance of at least 500,000 square meters and the accreditation of the owning of certificates ISO 9001 and 14001 and that they also didn’t have adequate M forms concerning the company’s employees.
As the offer has now been accepted, it is assumed that the Lithuanian company has submitted all the necessary documents.
Civinity did not submit the offer under the company’s name, but through its daughter companies and partners FM Holding from Novi Sad and Busto Valda from Lithuania, with Slovenia’s Javna Razsvetljava as a subcontractor.
The tender envisages for the private partner to enter Stan, which has been experiencing considerable financial troubles for years, and for a new company to be founded, called Stan NS, which would be in charge of chimney and public lighting maintenance in Novi Sad and be able to provide building management services as well. The private partner will have a 70% stake in Stan NS, whereas the City will own the rest.
There will be an obligation of settling the remaining debts of the PUE Stan of around RSD 500 million and taking in 138 workers of the current Stan and paying severance packages to the rest, of which there are more than a hundred.
The Lithuanian company has been the only one interested in Stan in the past three years, since the PPP was first mentioned as a potential solution.
