Dual education in high schools from 2019

Dual education will be implemented in high schools in Serbia through theoretical teaching and practical work at employers, as defined by the Law on Dual Education, adopted by the National Assembly of Serbia on November 8, 2017. The law will start being implemented beginning with the school year 2019/2020.

Minister of Education Mladen Sarcevic said that 200 companies had met the terms and criteria for being included in dual education, which had 19 profiles at the moment.

The law proscribes that students have the right of receiving a monthly compensation for learning through work in the net amount of at least 70% of the minimum price of labor, paid by the employee. Over the course of the practical learning process, discrimination of students and physical, psychological, social, sexual, digital and any other kind of violence are forbidden, as is putting students in charge of dangerous operations.

The Chamber of Commerce of Serbia will be monitoring the fulfillment of the requirements for the carrying out of dual education at employers.

The mutual relations between the school and the employer are defined by a written agreement on dual education for a period of at least three or four years, and the agreement on learning through work is signed by the employer and the student or a parent. The law also proscribes the terms in case of a termination of the agreement.

The teaching plan and program, which is to be adopted by the competent minister, with the previous opinion issued by the National Education Council and the Council for Vocational and Adult Education, will be updated each five years or less if the need arises.


The amount of learning through work makes up 20-80% of the total number of vocational subject classes. Learning through work is realized in the period of 8 am through 8 pm throughout the school year, for no longer than six hours a day, that is, 30 hours a week, at one or more employers.

The structure of the application of students for dual education profiles will be determined in line with the needs of the business sector and the possibilities of further education, and the employers will take part in preparing the application plan.

The violation of the law is subject to penalties of 5,000 to 100,000 dinars.
