Reconstruction of Slavija, Oslobodjenja Blvd and Ruzveltova Street to begin in early May – Here's what the construction work plan is and which streets are to be closed

The reconstruction of Slavija is to begin around May 1, it was announced today at the public presentations of planned works in this part of Belgrade.

Aside from Slavija, the reconstruction will also encompass the Oslobodjenja Blvd and the Ruzveltova Street. The contractor for these three traffic hubs is MBA Ratko Mitrovic, chosen in March. The deadline period is 180 days, and the contracted value of the works is around RSD 1.94 billion, VAT not included.

The new information, as eKapija learned at today`s presentation, is that, in addition to penalties, potential bonuses for contractors have also been planned.

– For the first time, bonuses of up to 10% above the contracted price have been planned if the contractor completes the works before the deadline, but there are also penalties of up to 15% if the works are late – it was said at the presentation.

The penalties have been defined so that the failure to adhere to intermediate deadlines is penalized with 0.1% of the contract value for each day. The penalty for exceeding the 180 day deadline period is 0.4% of the contract value for each day.

Slavija to be reconstructed in four stages

Those who use Slavija daily will have to be patient, as a temporary traffic regime will be set up, though the area will not be fully closed during the reconstruction.

The works will be carried out in four stages. The first stage will take only 12 days and will entail the reconstruction of lateral crossings. The second and third stage will take 58 and 55 days respectively. During these two phases, the Oslobodjenja Blvd will be reconstructed in both directions, as will be the access to lateral traffic routes from Slavija.

The square itself will be reconstructed in the fourth stage.

Although there were speculations as to who would be in charge of demolishing the ruined facilities in the square, it was said at the presentation that Ratko Mitrovic was in charge of the job and that it would be done as part of the reconstruction.

In place of the demolished facilities, in front of the National Bank of Serbia, a plaza with a monument to Dimitrije Tucovic will be located and a new park will be built.

Following the reconstruction, the public transport stops at Slavija will be moved, and the crosswalks will be located nearby.

During the reconstruction, only two routes across Slavija will be available – Oslobodjenja Blvd-Nemanjina Street and Makenzijeva Street-Kralja Milana Street. The Beogradska Street will be turned into a one-way street on the Slavija Square-Njegoseva Street span, in that direction. Throughout the reconstruction period, access to Slavija from the Svetog Save Street and the Deligradska Street will be disabled.

The bus lines 31, 33 and 48 will have the routes changed and tram lines will be temporarily canceled, with line 9N and 9L put in their place. The trolley lines will remain unchanged.

Ruzveltova St. to be available to cyclists

The reconstruction of the Ruzveltova Street will encompass the section from the Kralja Aleksandra Blvd to the roundabout at the FC Beograd stadium. These works will also be carried out in four stages, with traffic routes being closed successively, whereas the intersections will remain open throughout. The public transport lines will be changed depending on which stage the reconstruction is in at the moment.

An especially attractive part of the project pertains to the construction of a bicycle lane along the Ruzveltova and Mije Kovacevica Streets, as well as in the Oslobodjenja Blvd, from the Bokeljska Street to the Tirsova Street. The project also includes the overhaul of the overpass above the Cvijiceva Street.

The reconstruction aims to improve the tram traffic flow in Belgrade and to develop traffic lanes, focusing on increased safety and better traffic coordination on the whole span, it was concluded at the presentation.
