Three bids for reconstruction of Slavija – Strabag, Ratko Mitrovic and PMC Inzenjering candidates
The public opening of bids for developing these traffic routes took place at the Assembly of the City of Belgrade, and the commission members revealed that three bids had been sent, by Strabag from Austria and by MBA Ratko Mitrovic and the consortium of PMC Inzenjering, ZGP and CMP from Serbia.
Strabag had sent their RSD 3.14 billion (VAT not included) bid shortly before the closing of the tender. If they are awarded the contract, they will employ AG Strabag and DO Beograd as subcontractors.
MBA Ratko Mitrovic, on the other hand, intends to carry out the project by itself. They had sent several amendments at the last moment, offering a discount of as much as 11%, thereby reducing the initial price to RSD 1,94 billion, VAT not included. Their most famous projects include the reconstruction of Vojvode Stepe Street and the access roads to the Pupin Bridge.
A joint team of three companies, including PMC Inzenjering, a company already carrying out works on building the musical fountain on the Slavija Square, is another candidate. They had offered a discount of 1% and sent a RSD 2.11 billion bid.
The works on Slavija and other traffic routes cannot be realistically expected to start before this summer. The commission first needs to select the best bid, after which potential complaints can be made, followed by the signing of the agreement and the possession of the site. No mistakes must be made as the money for these works has been provided by the European Bank for Reconstruction and Development (EBRD).
The first tender failed after seven instances of delay, when it was determined that none of the two bids sent didn't meet the requirements. The competing companies were MBA Ratko Mitrovic and Italiana Costruzioni, and the works were to start in April 2016.
Complaint regarding PMC Inzenjering
There has been a complaint regarding the bid made by PMC Inzenjering, as they, as a state company, allegedly can't be engaged in credited projects, since “the state can't credit the state”. The commission members said that the the complaint was to be considered.
