Eight candidates shortlisted for counselor for reformation of Serbian railway companies – Job worth EUR 2 million

HZ Infrastruktura has been shortlisted for the selection of the counselor for the reformation of Serbian state railway companies. The Croatian company previously applied along with its partners to the contest opened by the European Union within the IPA program for the technical aid to the Ministry of Transport of Serbia and the state-owned railway companies, as part of the railway reformation in the Republic of Serbia.

HZ Infrastruktura is a member of the consortium whose leading member is the consultancy company KPMG Beograd, and whose other members are Germany's Dornier and France's Safege. The job has been estimated at EUR 2 million.

Twelve bids were submitted, and, following the evaluation, eight candidates were shortlisted and invited to submit their final bids. Among them in the consortium where HZ Infrastruktura is a member.

All bidders are world-renowned consultancy companies with years of experience in railway restructuring, such as A.T. Kearney, Deloitte, Roland Berger and Ernst&Young. HZ Infrastruktura expects that an agreement with the selected bidder might be signed as soon as this February, according to Vecernji List.

The selected bidder is to provide operative technical help to railway companies in Serbia, namely, Infrastruktura Zeleznice Srbije, Srbija Voz and Srbija Kargo, in establishing a corporate model and in commercial activity management.


Emloyees at HZ Infrastruktura have many years of experience in reforming railway systems, as the Croatian Railways (HZ) went through the restructuring ten years ago, when HZ Holding was formed, including four companies – HZ Infrastruktura, HZ Cargo, HZ Putnicki Prevoz and HZ Vuca Vozova. The holding and HZ Vuca Vozova were closed in the meantime.

The three Serbian railway companies are currently in the initial phases of functioning and the counselor is to provide support to them in signing agreements with the state regarding infrastructure management and passenger transport subsidies, but also in signing mutual agreements, as Srbija Kargo and Srbija Voz now need to sign agreements on the routes with Infrastruktura Zeleznice Srbije. Furthermore, as HZ Infrastruktura says, all three companies need to be prepared for the liberalization of railway transport in Serbia, which is to follow.
