Government looking for concessionaire for Nikola Tesla Airport – Public invitation for reconstruction, construction and management of Belgrade airport opened
According to the conditions of the concession, which is to last 25 years, as reported by Tangosix, companies already managing airports in the radius of 450 km within Belgrade are eligible, which means that the companies ADP and the Turkish conglomerate TAV are out of the competition.
As stated in the documentation, the future concessionaire will be obliged to finance, develop through construction and reconstruction, maintain and manage the entire infrastructure of the Nikola Tesla Airport, as well as act as the airport’s formal operator.
The winner will need to register as a legal entity in the territory of Serbia which will, following the award of the concession, have the right of usage of all immovable property of the airport transferred to it, to be returned to the Republic of Serbia following the expiration of the concession.
The process is to be carried out in two phases. The first one entails submitting a non-binding bid, whereas binding bids are to be submitted in the second phase. All interested parties have been given 15 days, starting with February 10, 2017, to submit requests for taking part in the first phase.
Furthermore, they will be given 60 days to submit their non-binding bids within phase 1. The tender documentation can be bought for EUR 1,000.
Companies or consortiums interested in the concession will also need to meet the requirement of owning assets over EUR 500 million.
As stated earlier by Prime Minister Aleksandar Vucic, “the 25-year concession agreement with upfront payment has the starting value of EUR 310 million, plus the concession tax to be paid by the concessionaire in the amount of EUR 10-12 million annually for 25 years”. Vucic added that it would secure investments of at least EUR 700 million for the airport.
