Government of Serbia proposing possibility of conceding airports
The bill, which has been submitted to the National Assembly, states that an expansion in the area of air transport is expected in the region and that it is therefore important to prepare, in a timely fashion, regulations which will help airports in Serbia be competitive.
Public enterprises, for-profit corporations and entrepreneurs will be able to run airports, and it has been envisioned that airport management activities, in total or individually, may be subject to concession.
As explained, the current Law on Public-Private Partnership and Concessions is not applicable to all airports in Serbia, as it doesn't contain precise provisions regarding airport management. According to the government's proposal, airport management is to be a public interest activity.
It has been announced that the government will adopt a national airport development plan in the next 5 years in order to secure conditions for a long-term development and improvement of airports.
The Belgrade Nikola Tesla Airport is in the process of privatization and it is expected that concession, for which a tender is to be placed, will be chosen as the management model. According to Prime Minister Aleksandar Vucic, if the airport is privatized through a concession for 25 to 30 years, the budget will benefit by EUR 550 to 600 million.
