Interceptor and Waste Water Treatment Facility Veliko Selo – Projects on Which Solving of Decades-Long Ecological Problem for Citizens of Belgrade Depends
With the planned extension of the sewer system and the establishment of its operations as a functional whole, the capital of Serbia, more than a century after the basic concept of a modern sewer was defined, will join modern big European cities which have developed sewer system and waste water treatment facilities (WWTF).
To the end of intensifying the activities toward the solving of the problem of channeling and treating the waste waters of the capital city, the Government of Serbia, the City of Belgrade, and the Chinese company China Machinery Engineering Corporation (CMEC) signed, in January 2020, the agreement on the project of the collection and treatment of the waste waters of the Central Sewer System of the City of Belgrade. The agreement encompasses the first phase of the project, which entails the completion of the construction of the Interceptor and the construction of the first phase of a modern WWTF, which entails the mechanical treatment of the collected waste waters. The value of the first phase of the works amounts to around EUR 272 million, whereas for the other phase, that is, the completion of the WWTF “Veliko Selo”, which encompasses the extension of the water line and the construction of a sludge line, EUR 500 to 600 million will be required.
At the proposition of the Chinese company, and based on its active role in this project, the Water Institute Jaroslav Cerni was nominated as a subcontractor, with the task of being engaged on the majority of the research and designing activities in the process of the forming of the technical documentation. The institute commenced its first activities on the Interceptor project back in the 1970s, when the concept of the Interceptor and the WWTF Veliko Selo was established, since which time it has been engaged on the majority of the projects related to the main structures of the Belgrade Sewer System (BSS).
In mid-2020, upon the signing of the agreement with CMEC, the institute commenced its works and explorations which concern the measuring of the quantities and the quality of the waste waters in the existing BSS and which aimed to define the parameters for establishing the dimension of the WWTF Veliko Selo. The institute was also hired to monitor the process of construction, testing and commissioning of all the parts of the future Central Sewer System encompassed by the contract documentation.
In carrying out the current works, the Jaroslav Cerni Institute was entrusted with the realization of research works – geodetic, geotechnical, surveying of the existing collector sections, as well as works on the measuring of the quantities and the quality of the waste waters and the designing activities for all sections of the Interceptor.
The Interceptor system is envisaged as a solution for collecting and directing the waste waters and a part of the rainwaters from the area of the central sewer system of the City of Belgrade to the future WWTF Veliko Selo. One of the important conditions for connecting the existing sewer system to the Interceptor is the reduction of the share of rainwaters in the total quantities and the consequent minimization of the hydraulic load on the WWTF during rainy periods, which should make the operations of the facility more efficient. This system evacuates waste waters from the territories of the municipalities of New Belgrade, Stari Grad, Vracar, Savski Venac, Zvezdara and Rakovica and parts of the municipalities of Zemun, Cukarica, Vozdovac and Palilula.
The project will have extremely positive effects regarding environmental protection in the territory of the City of Belgrade and regarding the preservation and improvement of the quality of the Sava and Danube rivers, in which untreated waste waters are poured now. The construction of the WWTF Veliko Selo, with a capacity of around 1,500,000 resident equivalent, will secure the treatment of around 85% of the waste waters from the area encompassed by the BSS.
In the period between 2020 and 2022, the Jaroslav Cerni Institute carried out all the research works and, at the level of a preliminary design, prepared the project documentation for all the sections of the Interceptor (except the WWTF Veliko Selo – Section 13), whereby, for Section 11 (KCS Usce Nova) and Section 10 (Emergency Service – Venizelosova Street tunnel), location requirements were issued as well, creating the conditions for the preparation of project documentation at a higher level for the purposes of the execution of the works.
So far, in various time intervals, around 8 km collector sections of the Interceptor has been built, whereas the length of the missing collector sections of the Interceptor amounts to around 10 km. The continuation of the construction of the Interceptor collector entails the connecting of all the existing, as well as newly designed, sections with the future WWTF Veliko Selo, the extension and reconstruction of the two biggest sewer pumping stations in the city, Usce-Nova and Mostar, as well as the designing of a considerable number of tunnel sections. The Jaroslav Cerni Institute prepared all the preliminary designs for this project in line with modern achievements in the field of utility hydro engineering and tunnel building, as confirmed by the Chinese partners and the expert control of the end-user – the PUE Beogradski vodovod i kanalizacija.
When designing the sewer pumping stations, in addition to the implementation of complex and modern technical solutions, special attention was paid to achieving the architectural and landscaping harmony between the aboveground part of the facility and its ambient fitting into the wider environment.
The Jaroslav Cerni Water Institute, along with the public authorities, representatives of state and city institutions, takes part in the operations of the newly formed work group of the Ministry of Construction, Transport and Infrastructure, in charge of the project of the construction of the biggest system for the channeling and treatment of waste waters in Serbia, Interceptor and WWTF Veliko Selo, which aims to accelerate the continued realization of this important project.
