All about the new fiscalization model - Deadlines, costs and how to get subsidies

Starting October 15, taxpayers will be able to apply for state subsidies for the transition to the new fiscalization model through the Tax Administration website, said the Finance Minister Sinisa Mali during the presentation of the new fiscalization model to businesspeople at the Serbian Chamber of Commerce. According to him, the amount is 100 EUR per point of sale and 100 EUR per fiscal device, whereas those who are not in the VAT system will receive a 20% higher subsidy for cash registers due to the inability to use input VAT and to compensate for that cost.

As he pointed out, one of the most important issues for businesspeople is deadlines, i.e. by when should the transition to a new model of fiscalization take place.

- The economic actors requested the introduction of a transitional period, during which the old and the new system will exist simultaneously in order for the users to get used to it. The transition period will be from November 1 this year to April 30 next year - said the Minister.

He also stated that users can use tablets, computers and mobile phones as a fiscal device.

- There are no more annual payments for servicing cash registers and certificates - Mali explained.

As he added, in order to keep businesspeople and citizens up to date, the site budiefiskalizovan.gov.rs has been created, with the most important questions and answers on this topic, and it is updated regularly.

Director of the Tax Administration Dragana Markovic said that a support system for taxpayers has been put in place, and its function is to introduce taxpayers to the new model. Technical support has also been provided for all participants in the new model via email address budiefiskalizovan@gov.rs.

Afterwards, as she specified, a system for approving electronic fiscal invoices was established.

- At the moment, we have over 150 registered users, potential manufacturers who are developing components for the new system. The first applications for obtaining approval for the use of new electronic devices are expected in the coming days - she said.

According to her, as of October 1, via the E-porezi portal, taxpayers will be able to report the locations of their facilities in which they perform activities for which a fiscal device is necessary.

Starting November 1, as she explained, all those who reported these locations will receive an electronic invitation to apply for security elements in the tax box on the E-porezi portal, which will be distributed free of charge by the Tax Administration.


A list of approved models of fiscal devices for use on the territory of Serbia will be published on the website of the Tax Administration, she confirmed.

Markovic emphasized that the new model does not include a double tape, whereas annual service, GPRS, and fiscal modules will not be needed.

Director of the Sector for Strategic Analysis, Services and Internationalization in the Serbian Chamber of Commerce Mihajlo Vesovic said that over 150 companies are present in SCC today, which indicates that this is an important topic not only for public administration, but also for the economy.

He reminded that this is not a regular year, having in mind the procurement of components, but what is commendable is that the Ministry of Finance already passed all bylaws in March, meaning the administrative part has already been prepared.

- The platform of the Tax Administration is entrusted to a group of domestic producers, so this is a job that is done with and for the economy, and the information that this will not incur costs to businesspeople is especially important because some estimates say that the value of savings for the economy is somewhere around 10 million on an annual level - Vesovic emphasized.
